Get a Wiki in place- Decide on Key themes, locations, feels, etc.
- Maximum map size.
- Small Sections of Locations, or Huge swathes of Terrain?
- Unit levels - How do levels work, what benefits? (Assuming not Advance war style)
Technical
- Start codifying data
- Making editors/tools for arbitrary data.
- Get Unity or some other engine running

How many Scenarios:
- Intro/tutorial fight (Skippable)
- <Rising action, Buildup, etc.>
- Last Boss Battle
